State of Housing in the EU – 2025

On Wednesday, 15 October, the launch event of the report “State of Housing in the EU – 2025”, prepared by Housing Europe, was held at the European Parliament.

The event, hosted by MEP Ciaran Mullooly, brought together policymakers, housing experts and sector representatives. Efe Sezen, Architect, from our network, took part in this event.

The report highlights the scale of the housing crisis in Europe with striking data, revealing that in many European countries, the demand for housing significantly exceeds supply. It notes that the number of households on social housing waiting lists is rapidly increasing, while rising costs and insufficient funding are limiting both new housing construction and energy-efficiency-oriented renovation projects.

The report emphasises that, alongside central governments, local housing providers and housing associations still play a key role in housing supply. This demonstrates that the public, cooperative and social housing sectors serve as a stabilising force against economic fluctuations.

By drawing attention to the systemic gap between housing needs and production across Europe, the report stresses that in order to meet growing demand, there is a need for:

  • stable and sustainable financing models,
  • coherent and predictable regulatory frameworks,
  • and stronger support mechanisms at EU level.

It also warns that the financialisation of housing risks deepening both the supply gap and social inequalities.
